Towns are a nations tax and population centers in Rome: Total War and Medieval II: Total War and their expansions. While not as atuned to defense or unit production as castles are in Medieval II, they are capable of producing militia and low-level units in high numbers due to their populations and are, as such, ideal for creating large amounts of soldiers at a time.
They are also tax centers, and can yield far more money than castles do.
