Hungary emerges in its namesake region (initially controlled by Austria) if it has a successful rebellion or is liberated. It is surrounded by initially Austrian territories (including the Austrian capital, Vienna) and borders the Ottoman-held Balkans to the south and Prussian-held Silesia and Poland to the north.
Unless it's already lost the region of Hungary from some previous event, the emergence of Hungary represents a serious threat to Austria for multiple reasons: most of the best troops available to Austria are recruited solely in Hungary, and Hungary is historically unfriendly with Austria and in a perfect position to invade it. Vienna is very close to the border of the Hungary province.
Hungary has access to light and heavy cavalry, grenadiers, line infantry, militia, and skirmishers. It lacks lancers and light infantry. It has the standard minor faction artillery and naval roster.
